Poudre Heights Valley Metropolitan District

The Poudre Heights Valley Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, fire protection, and television relay and translation improvements of the District, and the provision of security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by Town of Windsor on February 28, 2022, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the Town of Windsor, Weld County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the Town of Windsor and Weld County do not provide.

The District may incur a maximum debt of $14,295,000. Revenue from the imposition of a mill levy and other sources of legally available revenue may be used to repay such debt.

The District may assess a maximum mill levy of 34.000, subject to adjustment for legislative changes in the ratio of actual valuation to assessed valuation after January 1, 2015, to repay such debt. 

The District must file an Annual Report to the Town Clerk of the Town of Windsor, the Town of Windsor, the Division of Local Government, the State Auditor, and the Weld County Clerk & Recorder.

The District boundaries overlap with the boundaries of Weld County, School District RE4-Windsor, Northern Colorado Water, Windsor Town, Windsor-Severance Fire, Aims Junior College, Clearview Library, and West Greeley Conservation.
